For persons aged between 60 and 64 who are existing On-Loan Personalised Octopus Card holders, do they need to apply for the JoyYou Card? What are the application procedures and what documents do they need to provide?
Persons aged between 60 and 64 who are existing Personalised Octopus Card holders must apply for the JoyYou Card in order to enjoy the Government Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities ($2 Scheme). Each eligible applicant can only apply for one JoyYou Card.
Hong Kong residents aged between 60 and 64 holding a valid Hong Kong Identity Card may apply for the JoyYou Card through Octopus App or by submitting an application form, according to the application schedule announced by the Government. Applicants also need to provide a copy of their Hong Kong Identity Card and a passport photo. Application forms (with postage paid return envelopes) can be obtained at the following locations:
MTR Customer Service Centres (except at To Kwa Wan, Sung Wong Toi, Hin Keng, Kai Tak, South Horizons, Lei Tung, Wong Chuk Hang and Racecourse Stations) and Light Rail Customer Service Centres (only at Yuen Long, Tin Yat, Leung King and Tuen Mun Ferry Pier Stations);
Eligible applicants can also download the application form from this webpage. Please ensure that sufficient postage has been affixed.
Applicants may send the completed application form, together with a copy of their Hong Kong Identity Card and a colour passport photo taken within 6 months, to the address specified on the application form. The Octopus Cards Limited (OCL) will then send the JoyYou Card to the correspondence address provided by the applicants within four weeks. For eligible persons with disabilities using a photo-bearing Personalised Octopus, do they need to apply for the JoyYou Card to continue to enjoy the $2 Scheme?
No. Eligible persons with disabilities may continue to use their photo-bearing Personalised Octopus with “Persons with Disabilities Status” to enjoy the $2 Scheme. They do not need to apply for the JoyYou Card.
Is the JoyYou Card only open for application by Hong Kong residents?
Yes, the JoyYou Card is only open for application by Hong Kong residents holding Hong Kong Identity Cards.
Can Hong Kong residents who are not living in Hong Kong apply for the JoyYou Card?
Yes, but applicants must provide a correspondence address in Hong Kong so that they can receive the JoyYou Card by mail.
Is the JoyYou Card free of charge?
Yes, no fee will be charged for first-time application. Yet, it requires a deposit of $50, which is the same as the arrangement for Anonymous/Personalised Octopus. Therefore, please top up an amount of more than $50 before using the card.
If eligible beneficiaries apply for a replacement card, OCL will charge $20 as administrative fee.
If I lose my JoyYou Card, will there be a risk of personal information leakage?
No. For all Personalised Octopus including the JoyYou Card, once you have reported the loss of your card to OCL, the card will be cancelled and cannot be re-activated.
Can a person hold more than one JoyYou Card? How long does it take to replace a lost JoyYou Card?
Each eligible person can hold only one JoyYou Card.
If you lose your card, you need to apply for a new card for replacement, which will take three working days. OCL will charge a $20 administrative fee and a $50 deposit according to the established mechanism for Octopus replacement.
How long does it take to apply for a JoyYou Card?
A JoyYou Card will be sent to your correspondence address in Hong Kong within four weeks upon receipt of all information and documents required.
Can JoyYou Card holders continue to enjoy fare concessions currently offered by public transport operators to Anonymous Elder Octopus or Personalised Octopus holders (i.e. concessions other than those under the $2 Scheme)?
JoyYou Card holders can continue to enjoy fare concessions offered by all public transport operators, so they do not need to carry or keep their existing Anonymous Elder Octopus or Personalised Octopus.
As OCL already has personal information of persons aged between 60 and 64 who are Personalised Octopus holders, when these persons apply for the JoyYou Card, can they authorise OCL to transfer their personal information for the purpose of application for the JoyYou Card, so that they can speed up the application process?
No. Applicants will still need to provide their personal information to OCL for verification of their identity.
After receiving a JoyYou Card, how can one start to use it in order to enjoy the $2 Scheme?
As there is no stored value in the JoyYou Card when applicants first receive it, they will need to top up the JoyYou Card at the existing designated locations for reloading Octopus (e.g. retail outlets like 7-Eleven, Circle K, Wellcome, PARKnSHOP, etc). They may also download Octopus App and sign up for Octopus Wallet and FPS to top up JoyYou Cards with their mobile devices. No activation is required and a $50 deposit will immediately be deducted when topping up the card, so please top up the card with an amount of more than HK$50 before you start to use it.
Can I immediately enjoy the $2 Scheme after activating my JoyYou Card?
Eligible persons who have reached the age of 60 and hold a JoyYou Card on or after February 27, 2022 can enjoy the $2 Scheme by tapping the JoyYou Card on the Octopus readers on the public transport that joined the $2 Scheme. No activation of JoyYou Card is required. If you receive the JoyYou Card before February 27, 2022 and add value to it and use it immediately, fare will be charged at the adult fare level until February 27, 2022 (i.e. the date when you become eligible for the $2 Scheme). For those who were born between January 1 and February 26, 1957, they will reach the age of 65 before February 27, 2022 and can enjoy the $2 Scheme with the JoyYou Card from the date when they reach the age of 65.
What should I do if I want to return the current Anonymous Octopus/Personalised Octopus after successfully applying for the JoyYou Card? Can I get back the $50 deposit and the Octopus balance (if any)?
JoyYou Card holders can return their Anonymous Octopus/Personalised Octopus at MTR Customer Service Centres, and OCL will return the deposit and balance (if any).
If applicants do not submit applications according to their age groups, will their applications be accepted?
If applicants do not submit their applications according to their age groups, their applications may not be accepted or the processing time may be longer.
What is the arrangement for people aged 65 or above to apply for the JoyYou Card?
The first phase application is open to eligible applicants who were born in 1957, including those who will reach the age of 65 before February 27, 2022 (i.e. born between January 1 and February 26, 1957). They may apply according to the schedule of the first phase. Existing beneficiaries aged 65 or above can continue to use Anonymous Elder Octopus or Personalised Octopus to enjoy the $2 Scheme at present. Replacement arrangements for these existing beneficiaries will be announced later.
If existing beneficiaries aged 65 or above submit their applications during the application period for eligible persons aged between 60 and 64, will their applications be accepted?
Application arrangements for existing beneficiaries who were born in 1956 or before will be announced later. Early applications will not be accepted.
If applicants have submitted e-applications via Octopus App, do they need to submit paper application forms again?
No. Applicants may lodge applications by submitting e-applications via Octopus App or sending a paper application form by mail. Duplicate applications will be rejected.
